Colonel William Hoffman was the Commissary General of Prisoners during the Civil War who denied requests for improved conditions at the Point Lookout prison camp in Maryland. The terrible conditions there led to widespread privation and abuse among the Confederate prisoners. Hoffman was later brevetted Brigadier General and Major General for his service, despite allowing horrific treatment of prisoners that resulted in many deaths.
