What is ... A Long Way from the Top about?
## Letters to the Editor into Ecuador has been limited, as has coca cultivation within Ecuador's borders. Contrary to Shifter's argument, U.S. drug policy is not operating as a "hub and spoke" system. Rather, the system we have put in place is a complex, interwoven regional effort that addresses the balloon effect, factors in the link between terrorist financing and drugs, includes economic development and, with $726 million in cur rent fiscal-year finding, provides sufficient resources to make a real impact in the region and beyond. Indeed, our investments in the Andean region are also beginning to produce dra matic returns in the United States. Key indicators of drug consumption reflect a drop of 1i percent in drug use among American youth over the past two years. Moreover, estimates suggest that within 12 months we will be seeing changes in the availability of cocaine-reflected first in changes in purity, and then in higher prices. A UN study indicates that the price of cocaine in Europe is already being affected by a reduction in the drug's flow.
