What is Circuit Diagram for Power Supply Design about?

This circuit diagram shows a transformer outputting 15V power to a rectifier and filter capacitor C1. The filtered DC voltage is fed to an optocoupler U1 which isolates the input signal from the microcontroller output on U3. The optocoupler output drives the base of a transistor U2 which acts as a switch for an SCR U3, controlling output to a load connected at J3. Resistors R1 and R2 with capacitor C2 form a trigger circuit for the SCR.
