The phenomenon of bullying has serious consequences that affect the entity of individuals and groups, and its causes and means have evolved because of the technological revolution, the spread of Internet networks, and the multiplicity of social media. This study deals with the problem and explains its concept and the extent to which it is considered a crime, as well as the difference between it and what is suspected to be bullying in Sharia and law. The research shows the forms of bullying, its types, means, causes, methods of treatment, and the conditions that make it a crime in Sharia, and the Egyptian Penal Code. The study concludes that bullying is an unacceptable aggressive and legally criminal behavior, punishable by Islamic Sharia and the Egyptian Penal Code. There should be certain conditions that consider bullying a crime. All segments of society must cooperate to prevent and limit it.
