The early inhabitants of Samal Island were called the "Isamals" who originated from nearby archipelagos in Southeast Asia. Before American occupation in the early 1900s, the Isamals were ruled by local leaders called "Datus". Samal Island was divided into three municipalities - Samal, Babak, and Kaputian. Samal was named after the early Isamal settlers. Babak derived its name from abundant shrubs and a large tree used as a native trading center landmark.
