Understanding International Atomic Time (TAI) is a document available to read on EtoBox.

International Atomic Time (TAI) is a weighted average of the time kept by about 300 atomic clocks in over 50 national laboratories worldwide, with TAI being exactly 33 seconds ahead of Coordinated Universal Time (UTC). The International Bureau of Weights and Measures (BIPM) combines measurements from these atomic clocks using two way satellite time transfer to calculate the most stable time scale possible by retrospectively determining the weighted average.
