What is Article 51: River Easement Zones about?

The Water Code of the Philippines establishes a public easement zone along the banks of rivers, streams, seas and lakes to allow for recreation, navigation, floatage, fishing and salvage. The zone is 3 meters in urban areas, 20 meters in agricultural areas and 40 meters in forest areas. No permanent structures are allowed within these zones and public access cannot be blocked for longer than necessary for permitted activities.
