What is Saving Scarborough Shoal: A Call to Action about?

Scarborough Shoal, located closer to the Philippines than China, has been claimed by China since 2012 when they began restricting Filipino fishermen and navy from the area. Though relations have warmed under President Duterte, Filipinos are still not fully free to access the shoal and are subject to restrictions from the Chinese coast guard. The author argues the Philippines needs to exert more effort to defend its legitimate claim over the shoal and save fellow Filipinos from suffering under China
