Garcia, a Filipino citizen, sought to practice law in the Philippines after completing his law degree in Spain where he was allowed to practice. However, the Supreme Court of the Philippines ruled that Garcia could not practice law in the Philippines by virtue of the treaty between the two countries covering academic degrees and professional practice. The Court did not allow Garcia to practice law in the Philippines based on the treaty.
