GSIS approved Agcaoili’s application to purchase a house and lot, provided he occupies it within 3 days. However, Agcaoili could not occupy it as the house was uninhabitable. After paying the first installment, Agcaoili refused further payments until GSIS made repairs. GSIS instead cancelled the award and ordered Agcaoili to vacate. Agcaoili sued.
