1. The CCS (Leave) Rules, 1972 came into effect on 1st June, 1972. 2. The rules apply to all government servants appointed to civil services and posts in connection with the affairs of the Central Government. 3. Earned leave cannot be denied to a government servant during the last 10 years of service before retirement to allow them time to refresh and rejuvenate before retirement.
