The Supreme Court held that section 11 of Act No. 1446 was invalid and that the Supreme Court members could not sit as arbitrators to determine compensation between utility companies. The Court found that having Supreme Court members act as arbitrators would either require them to exercise judicial functions improperly or administrative functions without authorization. Instead, disputes would need to be resolved through the courts.
