This circular revises the conditions for paying holiday pay to certain grades who work on public holidays and weekends. Officers must now work a minimum of 8 hours to qualify for holiday pay and their services can be obtained for a maximum of 2 days per month with department head approval, or more than 2 days with secretary approval. Ministries must manage this expenditure within their annual budget allocations for overtime and holiday pay. These new provisions take effect from September 5, 2013.
