What is The Justice and Rationale of Cost-benefit Analysis about?
## THE JUSTICE AND RATIONALE OF COST-BENEFIT ANALYSIS One common objection to cost-benefit (CB) analysis is that it is flawed from the point of view of justice. It does not take proper account of the effects of social policies and projects on the distribution of benefits and burdens in society, for it assigns equal weight to the costs and benefits a project may produce for the poor as it assigns to costs and benefits the project may produce for the rich; yet justice requires that priority be given to improving the lot of those in society who are relatively worse off. Therefore, CB analysis ought to be amended to incorporate "equity weights" which would express a preferred conception of justice. I shall call this objection the "equity objection". The orthodox reply is to admit that CB analysis ignores distributive justice, but to argue that this is not a flaw in it, because it is not intended to address issues of justice. In effect, this leaves the option of amending CB analysis in an attempt to take justice into account, but I shall reply further, on grounds having to do with the subject matter of justice, that this is not a defensible option, regardless of how one conceives of the
