What is Kanagawa about?

Kanagawa prefecture became the first prefecture in Japan to prohibit smoking in public buildings. The ordinance aims to protect nonsmokers from second-hand smoke. It requires hotels and restaurants to create separate smoking areas, but exempts small restaurants under 100 square meters from this rule. The student wrote a news report on this ordinance and included a citation, summary of the original article, their opinion which supports the ordinance, and definitions for 10 words from the article.
