The cylinder will be in equilibrium if: 1) The horizontal (x) component of all forces sums to zero. 2) The vertical (y) component of all forces sums to zero. Drawing the free-body diagram of the ring, applying the equations of equilibrium for the x and y components yields two equations with two unknowns (the tensions T^ and Tg). Solving these simultaneously determines the necessary tensions in the cables.
