An aggrieved party is defined as someone who has a personal grievance or is deprived of a legal entitlement. For a person to be considered aggrieved under Article 199, their legal right must be denied by someone with a legal duty, and a justifiable right must exist to grant jurisdiction to the High Court. Without establishing the right on which the petition is based, no order can be issued under Article 199 of the Constitution.
