What is AFRICA'S MANAGEMENT IN THE 1990s AND BEYOND: RECONCILING INDIGENOUS AND TRANSPLANTED INSTITUTIONS Mamadou Dia World Bank, Washington DC, 1996, 293pp. about?
everyone's surprise, precipitated the collapse of Communism throughout Eastern Europe. `Bliss was it in that dawn to be alive . . .' Subsequent events are discussed competently at the level of the general polity and the book includes useful details of election results and public opinion surveys. However, readers of a public administration journal may be disappointed that there is relatively little discussion of the issues concerning administration and the machinery of government that have concerned the Third Republic of Poland since 1989. One major issue has been the unwillingness, or inability, of many public of®cials who were recruited and trained during the Communist years to change their attitudes and behaviour to conform with the demands of the new democratic regime. There is evidence, particularly from the reports of the Commissioner for Citizen's Rights Protection (the Ombudsman), that this has produced major problems in the relationships between of®cialdom and citizens. Parliamentary procedures have also caused dif®culties. Readers of this journal might have liked more discussion of these and other administrative issues, such as the adaptation of the Constitutional Tribunal
