What is Duterte about?

President Duterte signed a law establishing free internet access in public areas like government offices, schools, hospitals, airports and libraries. The law aims to promote knowledge sharing and participation in the digital age. It requires the Department of Information and Communications Technology to develop a plan to implement free WiFi within a year. Access will be separate from office systems and restrict pornographic content. A fund was also created to finance the free public internet program.
