What is Debugging Speed Sensor Output Issues about?

The circuit is not outputting the expected 4V at maximum speed even though the simulation and component values match the design. Checking the 555 timer output shows it is only 3.5V instead of the expected 5V. Simulations do not always perfectly model real circuits.
