Wish and if only are used to express regret or desire for a situation to be different. They are used with: 1) The past simple tense to talk about present unhappy situations. 2) The past perfect tense to express regret about past actions or situations. 3) Could or would to talk about hopes or desires for the future (could) or to criticize or complain about a present situation hoping for a change in behavior (would).
