What is Manila Ordinance No. 7774 Ruling Summary about?

The Supreme Court ruled an ordinance prohibiting short-time room rentals in Manila unconstitutional. While curbing illicit activities was a valid goal, the ordinance was not reasonably related to that goal and unduly restricted private business and individual rights. It could easily be circumvented and less intrusive measures like policing could more effectively address the problems. Individual rights may only be limited as far as necessary by public interest, and this ordinance went beyond what was needed.
