The pattern of organization for, and methods of operation in arson investigation vary from one city to another, there being a lack of uniformity in this respect. In this connection two problems exist:(1) Whether arson investigation be a police function or fire department responsibility.(2) Whether or not generalizations could be drawn as to what factors underlie effective arson investigation among the various organizations set up for it, and from the methods of operation in arson investigation practiced in American cities.The major objective of this thesis is to find answers to the above problems through the study of arson statutes and the organization and operation of arson investigation units in certain key cities of the United States.
