Major Anderson moved Union troops from Fort Moultrie to the more fortified Fort Sumter in Charleston Harbor in November 1860. This move angered local secessionists. In January 1861, President Buchanan sent a supply ship to Fort Sumter but Confederate batteries forced it to retreat.
