The document reports infrared spectroscopy results on protonated water clusters H+(H2O)n from sizes n=6 to 27. Sharp features are observed in the spectra and assigned to dangling OH groups. At small sizes, a multiplet of bands is seen, which simplifies to a doublet from n=11 to n=20. Remarkably, the doublet collapses to a single line for n=21 and n=22 before reemerging as a doublet at n=23. This provides direct evidence that the magic number cluster n=21 has all dangling OH groups in similar binding sites,
