India has over 3.34 million kilometers of roads, accounting for 4.6% of GDP. Freight movement by road has grown 9% annually. The road network is estimated to carry 1,231 billion tonne kilometers of freight by 2012. However, inadequate infrastructure is hindering economic growth, with road congestion estimated to cost $601 billion by 2017. The government plans to invest $320 billion in infrastructure, including $8 billion to develop roads by 2012 through projects like the National Highway Development Project
