What is Alaska Military Base Steam Line Issues about?

The document describes an underground steam line project for an Alaska military base. The 1.6 km long steam line consisted of 9.14 m sections enclosed in steel conduits for insulation. Each section was supported within the conduit by U-shaped steel legs welded to the pipe. After half the line was installed, testing revealed numerous holes in the conduits where the leg edges contacted the outside of the casing. This caused project delays and litigation.
