This paper introduces a method for evaluating seismic risk at an engineering site. The method provides the relationship between ground motion parameters (e.g. peak acceleration) and average return period by incorporating the influences of all potential earthquake sources. The method can model arbitrary geographical relationships between sources and sites, and derives distributions of maximum annual ground motions that are Type I or Type II extreme value distributions under common assumptions.
