Spanish police are seeking 18-year-old Moussa Oukabir in connection with the attacks in Barcelona and Cambrils. On Thursday, a van was driven down the famous Las Ramblas boulevard in Barcelona, killing 13 people. Later, five suspected attackers were killed by police in Cambrils after driving into pedestrians and brandishing weapons. The attacks have been claimed by ISIS and Spain has declared three days of national mourning.
