What is A Limitless Policy: A Samuel the Vampire Novel about?

My name is Samuel Johnson, and I'm a vampire. This is my journal recounting the series of events that led to this written form of punishment...or "rehabilitation" as some call it. I'm a member of an organization called Vampires Against the Evil (VATE), which identifies aliens disguised as humans-and kills them. We're supposed to avoid killing humans who aren't aliens, but it's usually okay if a few die. Truthfully, we can do just about anything to accomplish our mission. It's a limitless policy.
