1) The Bangko Sentral ng Pilipinas (BSP) filed a complaint against former BSP employee Benjamin Jamorabo for obtaining a loan from a bank he was examining, in violation of BSP rules. 2) The Office of the Ombudsman dismissed the complaint, ruling Jamorabo was only administratively liable and the loan caused no injury. 3) The Supreme Court ruled that Jamorabo could still face administrative charges after retiring, and obtaining the loan violated BSP rules, reversing the Ombudsman
