This circular provides guidelines for implementing the 2016 Special Training for Employment Program (STEP). STEP will provide skills training to beneficiaries to make them more employable and productive. Trainees will receive free training, assessment, and a daily allowance of PHP 60. They must be at least 15 years old and from low-income families. Only TESDA-registered training programs will be offered.
