The selection of flood management measures has been regarded as a challenge among basin planners in recent decades. Using merely the flood volume or peak runoff indicator to select the solutions is generally insufficient. Thus, in addition to inundation characteristics, there is a need to define a set of technical, socio-economic, and environmental indicators to assess the resiliency and sustainability of the basin system. This study proposes a combined approach consisting of the CCHE1D hydrodynamic model and some functions to estimate indicators exposing sustainable development criteria (SDC) along with finite-alternative multi-attribute decision-making (MADM) software, DEFINITE. The proposed approach makes it possible to take both flood characteristics and consequences aspects into prioritizing the mitigation alternatives in integrated flood management (IFM) and investigate uncertainties in the decision-making process. This approach uses sensitivity analysis to evaluate the impact of uncertainty on the ranking of alternatives. A set of structural and non-structural measures for flood management, considering the local conditions, have been presented in the Dough River in Madarsoo
