For more than a decade, the concept of ‘middle power’ has been prominent in South Korea’s diplomatic narrative, used by successive governments as a framework for their foreign policy vision and strategy. However, South Korea’s policy-makers have adopted the concept without fully unravelling its meanings and their ramifications. Furthermore, its use has not been consistent from government to government.
