What is TCP HTCP about?

The paper introduces H-TCP, a new congestion control protocol designed for high-speed and long-distance networks, which ensures fairness in homogeneous networks and compatibility with conventional TCP. H-TCP rapidly adapts to available bandwidth and efficiently utilizes link capacity, while also behaving like a traditional TCP variant in standard networks. The authors provide a systematic framework for modifying TCP algorithms to meet the demands of future communication networks without sacrificing backward
