What is Ideas in Policy Change: A Discourse Analysis about?

This article examines the role of ideas in policy and institutional change, comparing the open functional approach and constructivist theories. It critiques these approaches for their limitations in treating ideas as stable entities and proposes a poststructuralist discourse theoretical model that views ideas as floating signifiers. The case study of Dutch life course policy illustrates how this new model enhances understanding of the dynamics between ideas and welfare state changes.
