This document describes a simulation model that aims to model how the hypothesized Information Universe could evolve rules to minimize entropy in the material universe and regulate quantum states. The simulation uses an OpEMCSS model with 1000 concurrent process threads that learn rules by evaluating entropy. Initial results showed that the model was able to transform chaos into mostly hydrogen atoms, reducing entropy as the rules evolved.
