Without wars, however, this system can no longer produce the expected high profits that the wealthy and powerful in America feel entitled to. The author argues that America urgently needed a new enemy after the Cold War ended to justify high military spending and keep the economy running at full speed. In the 1990s, Saddam Hussein provided a new threat that allowed continued military expenditures.
