What is The Economics of Public Utility Regulation about?

The ideas for this book arose out of the work on public utility regulation, public choice and the new institutional economics that we have undertaken jointly and severally since publication of our Public Utility Economics in 1979. The period since 1979 has been one of turmoil for public utilities and their regulators. Electric utilities have been plagued with problems of nuclear power with the historic Three Mile Island nuclear accident occuring in March 1979. Since then the electric utility industry has never been the same for regulators and managers . In I January, 1984 the greatest corporate divestiture of all time took place as American Telephone and Telegraph (AT&T) divested its local operating companies. In addition, on 1 January, 1984, well-head prices of natural gas were significantly decontrolled. While this pales somewhat compared to the AT&T divesture, it is still a major event with significant implications for the industry. Meanwhile airline rates were completely deregulated when the Civil Aeronautics Board was abolished on I January, 1985.
