What is Detectors and Procedures for the Measurement of Out-of-band Emissions about?

The paper gives an overview over the ma,in definitions of a proposed draft new ITU-R recommendation on outof-band emission limits including measurement procedures. One essential point is that most of the out-of-band emission limits are defined as limits of the mean power, which can be measured using an rms detector. The rationale for using an r m s detector is discussed. Many of the available spectrum analyzers are still offering the log-average detector only, which causes a deviation of the measurement results from the mean power. Numerical methods of signal processing which result in accurate rms detection for reproducible measurement results are described together with a number of examples.
