What is The User in the Information Society: Changing Rules of the Game? about?
Everywhere I go around the world}visiting ICC members who come over from over 130 countries}everywhere I go, I get the same question: \* 'Who is in charge?' \* Who is going to rule, or who is going to make the rules? \* Today I am asking 'will the user rule?' in the information society? \* governments are users, \* companies of all sizes, in all sectors, in all parts of the economy and in all corners of the globe are users, \* international companies are users, \* individuals at home, in academia, students and professors are users, \* civic groups are users, \* even criminals are users. Since everyone is a user, we will just have to get used to a complex answer \* we will all rule in different ways, \* no one is in charge, \* complex layers of control and anarchy, of use and abuse will prevail.
