This paper presents a growth diagnostic of La Libertad using the methodology developed by Hausmann, Rodrik and Velasco (2005), which is adapted to the sub-national level. Despite of the high growth rates in this region over the last decade, an analysis of the qualitative and quantitative information available allow us to identify four factors that strongly restrain the long-run growth of the region: low levels of human capital; a poor provision of infrastructure; crime and insecurity on the coast; and the institutional weakness of the public sector. These problems are verified by several tests that the analytical framework provides and, if they were solved, the region’s growth prospects would be widely improved.
