What is The Relative Strength Concept of Common Stock Price Forecasting about?

Richaia Dana Skinner in 1937 pointed out that “more zeal and energy, more fanatical hope, and more intense anguish have been expended over the past century in efforts to ‘forecast’ the stock market than in almost any other single line of human action.” Now, thirty years after Skinner’s pronouncement, we are experiencing the most active bull market in history, the resultant emergence of greater and greater public interest in common stocks as an investment medium, and the application of mathematical techniques and electronic data processing to the field of security analysis. If it were possible to measure the zeal, energy, hope, and anguish expended in stock market forecasting, it is likely that our measuring device would indicate a higher rating for the current period than for any other on record. This study is still another in a long series of research efforts devoted to stock market prediction. The major problem of the study consists in critically appraising several applications of technical stock analysis with respect to their usefulness in forecasting market price movements.
