The objectives of the study were a) to identify service delivery modalities adopted by government units in some developing countries and in Nepal; b) to assess key service delivery modalities with their policy implications, and c) to recommend to effectively executing the service provision responsibilities to the citizens. Service delivery is much broader and generally, it encompasses a number of sectors and cross-cutting areas. There are multiple partners delivering the services at different levels and in different sectors in Nepal. Given the limited scope of the study, time and resources, the study was focused on service delivery functions of local bodies (at local level) in Nepal. Literature review and consultation with stakeholders were the key methods used in carrying out this study with few events of observation of service delivery in selected local bodies of Nepal.
