What is Methodology of empirical goal research — On its way into a blind alley? about?

It is said that empirical research is based on hard facts. If we take a closer look at research in this field however, there is room for suspicion that researchers also act according to certain rules of thumb. One such rule requires a survey to consist of at least 30 cases if it is to be taken seriously by empirical researchers. It is our aim in this paper to make a survey of the hitherto published surveys on empirical goal research. Unfortunately, since there are at present only 28 such surveys, we are obviously violating the rule of thumb and therefore we would not dream of claiming that our survey is empirical! However, these 28 surveys, examining the goals of complex organizations, enable us to make some quantified assessments of the present standards of goal research. Organizational goals are future states of reality to which an ,organization aspires. With this definition we exclude from this paper all empirical t~mdings on the theory of level of aspiration and also on the motivation theory as a basis for goal oriented management techniques (e.g. Management by Objectives). These studies on individual goals do not allow us to make valid statements on the goals of complex organi
