What is A Poem About a Windy Day about?

A man struggles to keep his hat on his head on a windy day while watching a woman whose red dress is blowing in the wind. It is unclear whether he is thinking of helping her maintain her modesty or is simply focused on battling the wind himself. Ultimately, the intentions of the man cannot be known for certain from the brief encounter.
