What is The Creative Destruction of Citizenship about?

This chapter argues that neoliberalism is a crisis-driven mode of governance and explores the mutually constitutive nature of neoliberalism and crisis through the prism of Joseph Schumpeter’s notion of ‘creative destruction’. It introduces the Eurozone, refugee, and Brexit crises and explores how Europe’s multiple crises have been seized and exploited to advance the creative destruction of citizenship and its neoliberal reconstruction. It then discusses two crucial features of this process: the ‘mystique of complexity’—a fundamental neoliberal technology of crisis management that establishes the market as a transcendent domain partially beyond human understanding and criticism—and the politics of scapegoating—instrumental to deflect responsibility from the market to the most vulnerable groups. Finally, the chapter considers two distinctive requirements of neoliberal citizenship: resilience and sacrifice. The latter is the simultaneous willingness to sacrifice and proactively demand the sacrifice of certain individuals and groups that fail to comply with the requirements of neoliberal citizenship.
