1) Ballots are presumed valid unless there is clear reason for rejection. Watchers may file protests but cannot participate in ballot appreciation. Questions are decided by majority of the electoral board. 2) Votes listing only the first name or surname of a candidate count for that candidate if no other candidate shares that name. Votes for an incumbent listing only a shared name count for the incumbent. 3) Various rules govern how to count ballots listing combinations of candidates
