The Cabinet Mission proposed a loose three-tier federation for India with a weak central government controlling foreign affairs, defense, and communications. Provincial assemblies would have significant powers. Neither the Congress nor the Muslim League accepted this proposal as it did not promise complete independence or accept the demand for Pakistan. The Congress eventually agreed to partition as the only way to stop communal violence and establish a democratic and secular republic in India.
