MARCOS, President of the Philippines, hereby orders and decrees a set of policies, guidelines, rules and regulations covering government contracts for infrastructure and other construction projects. A prospective contractor may prequalify to offer his bid or tender for a construction project only if he meets the following requirements. The proposed regulations shall be effective immediately.
